In order to find the best possible urban solution, an architectural design competition was launched at the end of 2014. The competition was won by the Estonian architectural practice Kadarik Tüür Arhitektid, which proposed a perimeter that would fit well into the urban context of Riga, while at the same time offering a variety of environments.Based on the results of the competition, the design was developed and subsequently approved by Grupa 93 Ltd. The detailed design included a number of studies, such as historical context studies and the development of guidelines for the landscaping concept.The detailed planning envisages a phased development, with phase 1 based on the construction project derived from the winning design and the other phases to be determined through separate architectural design competitions.
